Monroe Detective Celebrates Promotion MONROE, Conn. -- The Monroe Police Department had an occassion to celebrate amid difficult times in law enforcement in recent months. Monroe Police Detective Matthew Muccioli was promoted to the rank of sergeant Monday, July 18.  Writing on the Monroe Police Department's Facebook page, officers congratulated Muccioli on his promotion.  "Please join us in congratulating Detective Matthew Muccioli on his promotion to the rank of Sergeant.
