The incident began around 2 a.m. Thursday when a Windsor Road woman reported to police that a man was breaking into a neighbor's car, said Sgt. Brian Butler.

Responding officers Connor Canning and Steven Orgera spotted a man fitting the woman’s description and chased him onto Windsor Road toward Stillwater Road, where Jayquan Odell Dilday, 24, of Waterbury, had to run into the water to get away, Butler said.

But instead of getting across the river, Dilday stopped in the middle and refused to come out until Canning and Orgera waded into the water and apprehended him, Butler added.

Dilday was charged with burglary, criminal trespass, and resisting arrest.
